Schedule 4 to the Securities Commission Act 1993 is amended by inserting after paragraph 11 the following paragraph:

"12. An issue of, offer for subscription or purchase of, or invitation to subscribe for or purchase, debentures or Islamic securities made by a multilateral development bank or a multilateral financial institution with a credit rating of AAA, or its equivalent, assigned by a credit rating agency."
