Validation and indemnity
(1)
Notwithstanding the provisions of the Sabah Water Supply Enactment 2003
[No. 10 of 2003] and the Water Supply Regulations 1961 [G.N.S. 151 of 1961], the pipe fitter's licence, mains layer's licence and reconnection fees which were charged and collected by the
State Water Authority during the period from 6 December 2011 to 31 March 2016 shall be deemed to have been validly charged and collected.

No action or legal proceeding shall be brought, instituted or maintained against the Government of the State of Sabah or any officer of the Government of the State of Sabah or any person acting under them in respect of any fees which were charged and collected during the period referred to in subsection (1), and if any such action or legal proceeding has been brought, instituted or maintained, it shall be discharged and made void and no refund in respect of the fees charged and collected as stated in this Enactment shall be made.
