s 17Power of Minister to make regulations

(1)

The Minister may make all such regulations as may be necessary for the purpose of giving effect to the provisions of this

Act.

(2)

In particular and without prejudice to the generality of subsection (1), such regulations may provide for all or any of the following matters:

(a)

the powers and functions of the Board;

(b)

the matters relating to which by-laws may be made by the Board; and

(c)

the preparation, audit and submission to the Minister of estimates, budgets, statements and returns.
