Section 21

Non-liability of the Government and officers

The Government or its officers shall in no case be liable for loss or damage to any goods, vehicle or equipment, or injury or loss of life to any person on a wharf or in a port area, such loss or damage being due to an act of God or civil commotion or in any other case, unless such loss or damage or such injury or loss of life shall have been caused by the negligence or misconduct of such officers in the course of his duty.
