Opening note
Preamble
- PADA menjalankan kuasa yang diberikan oleh subseksyen 11(2) Akta Lembaga Lebuh Raya Malaysia (Permerbadanan) 1980 [Akta 231], Lembaga, dengan kelulusan Menteri, membuat peraturan-peraturan yang berikut:

Pindaan peraturan 2
Peraturan-Peraturan Lembaga Lebuh Raya Malaysia (Pemerbadanan) (Jarak
Undur Lebuh Raya) 2007 [P.U. (A) 339/2007], yang disebut “Peraturan-Peraturan ibu”
dalam Peraturan-Peraturan ini, dipinda dalam peraturan 2—
(1A)
dengan subperaturan yang berikut:
“(1A) Mana-mana orang yang menyediakan suatu reka bentuk bagi pembinaan lebuh raya dengan suatu struktur lebuh raya bertingkat bagi maksud Akta ini hendaklah mengadakan jarak selebar 10 meter dari tepi bahagian luar struktur lebuh raya bertingkat itu ke tepi rizab lebuh raya di kedua-dua belah bahagian tepi laluan utama lebuh raya itu sebagai jarak undur lebuh raya itu.”;

subperaturan yang berikut:
“(1B) Kehendak bagi jarak undur di bawah subperaturan (1)
dan (1A) hendaklah terpakai bagi apa-apa peningkatan taraf atau pelebaran bagi mana-mana lebuh raya di atas mana-mana rizab lebuh raya dan tiada jarak undur tambahan dikehendaki.”; dan
(c)
dalam subperaturan (2), dalam teks bahasa kebangsaan, dengan menggantikan perkataan “lorong laju, lorong perlahan” dengan perkataan
“lorong pecutan, lorong nyahpecutan”.

Peraturan baharu 3
Peraturan-Peraturan ibu dipinda dengan memasukkan selepas peraturan 2
peraturan yang berikut:
“Jarak undur lebuh raya di atas rizab jalan 3.
Walau apa pun peraturan 2, mana-mana orang yang menyediakan suatu reka bentuk bagi pembinaan suatu lebuh raya di atas mana-mana rizab jalan bagi maksud Akta ini hendaklah mengadakan jarak undur bagi lebuh raya itu mengikut jarak undur yang terpakai bagi rizab jalan itu.”.

(AMENDMENT) REGULATIONS 2026
Opening note
Preamble
- IN exercise of the powers conferred by subsection 11(2) of the Highway Authority Malaysia (Incorporation) Act 1980 [Act 231], the Authority, with the approval of the Minister, makes the following regulations: Citation and commencement 1.
(1)
These regulations may be cited as the Highway Authority Malaysia
(Incorporation) (Set Backs of Highway) (Amendment) Regulations 2026.
(2)
These Regulations come into operation on 29 August 2026.
Amendment of regulation 2 2.
The Highway Authority Malaysia (Incorporation) (Set Backs of Highway)
Regulations 2007 [P.U. (A) 339/2007], which are referred to as the “principal
Regulations” in these Regulations, are amended in regulation 2—
(a)
by substituting for subregulation (1A) the following subregulation:
“(1A) Any person preparing a design for the construction of a highway with an elevated highway structure for the purposes of this Act shall provide a distance of 10 metres from the edge of the outer part of the elevated highway structure to the edge of the highway reserve on both sides of the highway mainline as set backs of the highway.”;
(b)
by inserting after subregulation (1A) the following subregulation:
“(1B) The requirement for set backs under subregulations (1)
and (1A) shall apply to any upgrading or widening of any highway

on any highway reserve and no additional set backs shall be required.”; and
(c)
in subregulation (2), in the national language text, by substituting for the words “lorong laju, lorong perlahan” the words “lorong pecutan, lorong nyahpecutan”.
New regulation 3 3.
The principal Regulations are amended by inserting after regulation 2
the following regulation:
“Set backs of highway on road reserve 3.
Notwithstanding regulation 2, any person preparing a design for the construction of a highway on any road reserve for the purposes of this Act shall provide set backs for the highway in accordance with the set backs applicable to the road reserve.”.
