Power to delegate

Section 5
(1)
The Director may in writing delegate any of his functions or powers to any officer, subject to such conditions as the Director thinks fit.
(2)
A delegation under this section shall not preclude the Director himself from performing or exercising any time any of the functions or powers so delegated.
