Section 22
In respect of any civil proceedings by or against the
Council or its members or staff—
(a)
the State Attorney-General or any State Legal Officer authorized by him; or
(b)
an advocate appointed by the Council; or
(c)
an officer of the Council duly authorized in writing by the Chief Executive Officer,

may appear and represent the Council in such proceedings before any court.
