If any difficulty arises in connexion with the transitional provisions contained in this Part, the Minister may, subject to subsection (2), by order make such modifications therein as may appear to him necessary for preventing anomalies.
The Minister shall not exercise the powers conferred by subsection (1) after the expiration of two years from the commencement of this Act.
