The Federation, in making such grant, may impose terms and conditions to be observed by the State including a condition that the grant is to be spent by the local authorities for a specific purpose.

STATE GRANTS (MAINTENANCE OF LOCAL AUTHORIZED) ACT 1981

to provide the restructured local authorities with grants through the State Governments for the specific purpose of assisting the local authorities to maintain themselves.
