If the Chief Judge is satisfied that an applicant under section 5 is—
(a)
eligible under section 4 to be admitted as an advocate;
and
(b)
in all respects a fit and proper person to be so admitted, he shall by order direct that upon payment of the prescribed fee the
Registrar shall cause the name of the applicant to be entered on the roll.
