3. Amendment of section 2

Section 2 of the principal Act is amended—

(a)

by deleting the definition of “Clerk”; and

(b)

by inserting after the definition of “royalty” the following definition:

‘ “Secretary” means the Secretary to the Special

Commissioners;’.
