(a)
the refusal of the Commissioner to license any tourism enterprise under section 7 or to renew any such licence; or
(b)
the suspension or revocation of any licence under section 8, may appeal in writing to the Minister within fourteen days from the date on which the notice of refusal, suspension or revocation is served on that person.
(2)
The decision of the Minister under this section shall be final and conclusive.
