(2)

The Improvement Service Fund shall be administered by the local authority at its absolute discretion.

(3)

Without prejudice to the generality of paragraph (2) the local authority may pay out from the Improvement Service Fund any expenses which may be incurred in carrying out the provisions of this

Act.
