Section 12

Any person who shall construct any canal, water course, drain, ditch or pond within any drainage area so as to connect with any drainage works without having previously obtained permission

in writing for such construction from the officer in charge of such area shall be liable to imprisonment for six months or to a fine of five hundred ringgit or to both.
