Section 19

All public officers and all contractors and workmen thereto duly authorized shall have, at all reasonable times, free access to all land for the purpose of constructing drainage works and for the purpose of doing all acts necessary or preliminary thereto, and may for such purposes bring on to such land any surveying, engineering or constructional plant, equipment or stores.
