This Act shall apply throughout Malaysia and, except as provided in subsection (3), shall come into operation on a date to be appointed by the Minister by notification in the Gazette.
(3)
Subsection 23(2) shall come into operation on a date to be appointed by the Minister by notification in the Gazette, being a date not earlier than four calender months after the date appointed under subsection (2).
