The amounts specified in the Second Schedule in any year shall be appropriated to the purposes of expenditure specified therein respectively and shall be expended in that year by the controlling

officer, and, subject to subsection (2), every warrant issued in respect of such amounts shall lapse in accordance with subsection 13(6) of the Financial Procedure Act 1957.

If it appears that the sum appropriated to any purpose of expenditure as specified in the Second Schedule in any year will not wholly be required for expenditure for that purpose in that year the
Prime Minister, after consultation with the Minister of Finance, may direct that the amount not so required be applied as an addition to the sum available for any other purpose.
