In any case of emergency, the General Manager may direct the execution of any work or the doing of any act which the Corporation is empowered to execute and do and which he is not by the provisions of this Enactment or the regulations expressly empowered to execute or do and the immediate execution or doing of which is in his opinion necessary and he may direct that the expense of executing the work or doing the act shall be paid from the funds of the Corporation.
(a)
the General Manager shall not take any step under this section in contravention of any resolution of the Corporation duly passed at a meeting; and
(b)
he shall report anything done under this section to the next following meeting of the Corporation.
