Section 54
(1)
The master or agent of every local craft, whether carrying cargo or not, arriving in any customs port shall make, in the form and manner as determined by the Director General, a declaration of a complete list of the whole cargo on board the vessel to the proper officer of customs.
(2)
No cargo shall be landed or delivered to the importer or consignee, or his agent, except with the permission of the proper officer of customs.
