Section 23
(1)
It shall be unlawful for any person to cause any dangerous drug in transit to be subjected to any process which would alter its nature, or wilfully to open or break any package containing a dangerous drug in transit except upon the instructions of the Minister or of any officer authorized by the Minister to give such instructions and in such manner as he or such officer may direct.
(2)
Any person who contravenes this section shall be guilty of an offence against this Act, and shall be liable on conviction to a fine not exceeding *twenty thousand ringgit or to imprisonment for a term not exceeding five years or to both.
