Section 4
(1)
No person shall import into Malaysia any raw opium, coca leaves, poppy-straw or cannabis except under and in accordance with the authorization of the Minister and into such ports or places as may be prescribed by such authorization.
(2)
Any person who contravenes this section shall be guilty of an offence against this Act, and shall be liable on conviction to
*imprisonment for a term not exceeding five years and not less than three years.
