The Complaints Committee may recommend to the President for a summary dismissal of any complaint or information received under section 53 if the Complaints Committee is satisfied that—
(a)
the name and address of complainant is unknown or untraceable;

the complaint or information does not constitute an ethical issue or an offence under this Act or any other Act;
(c)
the complaint or information received is doubtful; or
(d)
the complainant has withdrawn the complaint in writing.
