Section 21

Any police officer or any officer of the Department of Irrigation and Drainage authorised thereto by order signed by the Director of Irrigation and Drainage may arrest without warrant any person found committing an offence against the provisions of section 17, and shall

forthwith cause the person arrested to be produced before a Magistrate.
