Section 23

Where any law requires a register to be established, operated and maintained, the requirement of the law is fulfilled if the register is in the form of an electronic message and its contents cannot be altered by any means by any person administering the register who has the power by law to alter the register.

Any search made on a register established, operated and maintained by electronic message shall have the same legal validity as the register referred to in a designated Enactment.
