It shall be lawful for the Minister, or any person authorized in writing by the Minister in that behalf, to authorize the erection of

such magazines, or the establishment of such hulks, as he may consider necessary, for the storage of explosives belonging to the

Government of Malaysia or of any State, or for the storage or safe custody of explosives belonging to other persons.
