(1)
Where in any State law a reference is made to another State law, such reference shall, unless the contrary intention appears, be deemed to include a reference to

such last-mentioned State law as the same may have been or may be from time to time amended.
(2)
Where any State law amends or adds to any other State law, the amending law shall, so far as is consistent with the tenor thereof, and unless the contrary intention appears, be construed as one with the amended law and as part thereof.
