Section 2

This Enactment shall apply to this Enactment and to every State law, as hereinafter defined, in operation at the commencement of this Enactment or coming into operation after such commencement, and to every instrument made or issued under or by virtue of any such law, and to every public document made or issued before or after such commencement, unless the contrary intention appears in the written law, instrument or document concerned.
