Section 25
Negeri, the Majlis Mesyuarat Kerajaan Negeri or any public officer or body is empowered to appoint or name a person to have and exercise any powers or discharge any duties, the power may be lawfully exercised either by appointing a person by name, or by directing that the person for the time being holding a designated office shall have and exercise those powers and discharge those duties.
