Section 29
Whenever an office is defined as including a deputy or assistant or other public officer, then, subject to any instructions of the
Yang di-Pertua Negeri, that deputy or assistant or other officer shall—
(a)
during the absence or inability to act of the holder of that office, unless and until the vacancy is filled, whether temporarily or otherwise, exercise the powers vested in and discharge the duties to be discharged by him; and
(b)
notwithstanding that the holder or other person discharging the duties of that office is present and able to act, exercise such powers and discharge such duties as such holder or other person may delegate.
