Section 138

(1)
A person who commits an offence against any provisions of this Ordinance or any rules made hereunder for which no punishment is expressly provided therefor shall be punished with a fine not exceeding five thousand ringgit or with imprisonment not exceeding three years or with both such fine and imprisonment.

(2)
Imprisonment may be imposed in default of fine under this
Ordinance but such imprisonment shall not exceed half the sentence for such offence or seven days if such offence is punishable with fine only.
