[P.U. (A) 225/2010], yang disebut sebagai “Kaedah-Kaedah ibu” dalam Kaedah-Kaedah ini, dipinda dengan menggantikan subkaedah 1(3) dengan subkaedah yang berikut:

“ (3)

Kaedah-Kaedah ini hendaklah terpakai bagi semua pemegang lesen yang diberi kuasa untuk mengeluarkan setem pos bagi prapembayaran bayaran pos.”.

Subkaedah 4(1) Kaedah-Kaedah ibu dipinda dengan memasukkan selepas perkataan “terbitan berkala” perkataan “, paket kecil” di mana-mana terdapat dalam subkaedah ini.

Maka hendaklah dikenakan dan dibayar ke atas apa-apa barang pos bagi orang buta kadar bayaran pos sebagaimana yang dinyatakan dalam Jadual

Keenam.”.

Kaedah 9 Kaedah-Kaedah ibu dipinda dengan menggantikan perkataan “tiga puluh sen” dengan perkataan “enam puluh sen”.

Jika kadar bayaran pos bagi mel antarabangsa melalui udara adalah lebih daripada bayaran pos bagi mel antarabangsa melalui laut sebagaimana yang dinyatakan dalam

Jadual Ketiga, kadar bayaran pos yang dikenakan hendaklah perbezaan antara kadar bayaran pos bagi mel antarabangsa melalui udara dan kadar pos bagi mel antarabangsa melalui laut

Kadar bayaran pos bagi bungkusan antarabangsa adalah sebagaimana yang dinyatakan dalam Jadual

POSTAL SERVICES ACT 1991

POSTAL SERVICES (POSTAGE RATES) (AMENDMENT) RULES 2013

IN exercise of the powers conferred by section 16 and subsection 49(1) of the Postal

Services Act 1991 [Act 465], the Minister make the following rules:

Citation and commencement 1.

(1)

These rules may be cited as the Postal Services (Postage Rates)

(Amendment) Rules 2013.

(2)

These Rules come into operation on 31 March 2013.

Amendment of rule 1 2.

The Postal Services (Postage Rates) Rules 2010 [P.U. (A) 225/2010], which is referred to as the “principal Rules” in these Rules, is amended by substituting for subrule 1(3) the following subrule:

“ (3) These Rules shall apply to all licensees authorized to issue postage stamps for the prepayment of postage.”.

Amendment of rule 2 3.

Rule 2 of the principal Rules is amended―

(a)

by inserting before the definition of “parcel” the following definitions:

‘ “international parcel” means any parcel transmitted to a foreign destination by air or sea; ’

‘ “international mail” means any letter which does not include international small packet, and does not exceed one kilogram transmitted to a foreign destination by air or sea; ’

‘ “international small packet” means any small packet transmitted to a foreign destination by air only;’ ; and

(b)

by deleting the definitions “surface mail” and “air mail”.

Amendment of rule 4 4.

Subrule 4(1) of the principal Rules is amended by inserting after the words

“periodical” the words “, small packet” whereever appearing in this subrule.

Amendment of rule 5 5.

Rule 5 of the principal Rules is amended―

(a)

by substituting for subrule 5(1) the following subrule:

“(1)

There shall be charged and paid on any international mail, the rate of postage as specified in Third Schedule.”;

(b)

by substituting for subrule 5(2) the following subrule:

“(2)

There shall be charged and paid on any international parcel, the rate of postage as specified in Fourth Schedule.”; and

(c)

by inserting after subrule 5(2) the following subrule:

“(3)

There shall be charged and paid on any international small packet, the rate of postage as specified in Fifth Schedule.”.

Amendment of rule 6 6.

The principal Rules are amended by substituting for rule 6 the following rule:

“Postal article for the blind 6.

There shall be charged and paid on any postal article for the blind the rate of postage as specified in Sixth Schedule.”.

Amendment of rule 7 7.

Rule 7 of the principal Rules is amended―

(a)

in subrule 7(3), by deleting the word “mail”; and

(b)

by inserting after subrule 7(3) the following subrule:

“ (4) There shall be paid a service charge of three ringgit for transmission of a registered postal article to a foreign destination.”.

Amendment of rule 9 8.

Rule 9 of the principal Rules is amended by substituting for the words “thirty sen” the words “sixty sen”.

Substitution of Third Schedule 9.

The principal Rules are amended by substituting for the Third Schedule the following schedule:

The principal Rules are amended by renaming the existing Sixth Schedule as the

“SEVENTH SCHEDULE”.
