(a)

fails to make payment in accordance with the provisions of section 11 or contravenes the provisions of section 14; or

(b)

fails to comply with the provisions of Chapter IV (other than sections 11 and 14), commits an offence, and shall on conviction be liable to a fine not exceeding ten thousand ringgit.
