Section 11A
(1)
In relation to a Town Council, the President of which is an elected Councillor, and in respect of which the written law specified in column 1 of the Third Schedule applies, the State
Authority may in the order made under section 5—
(a)
provide for the appointment by the State Authority of a
Secretary; and
(b)
prescribe the tenure of office and the duties of the Secretary.
(2)
All the functions of a President of a Town Council aforesaid
(other than the functions specified in the corresponding column 2
of the Third Schedule) shall on the appointment of a Secretary, be exercisable only by the Secretary.
