Section 17
(1)
Every citizen with the qualifications specified in the Second
Schedule is entitled to vote in an electoral ward in any election to a local authority unless he is disqualified under the said Schedule.

(2)
No person shall in the same election to any local authority vote in more than one electoral ward.
(3)
If a person is in an electoral ward by reason only of being a patient in an establishment maintained wholly or mainly for the reception and treatment of persons suffering from mental illness or mental defectiveness or of being detained in custody he shall for the purposes of subsection (1) be deemed not to be resident in that ward.
