(1)
The Financial Secretary is hereby empowered, subject to the provisions of this Ordinance, to raise in the Colony loans of such sums of money as the Legislative
Council may from time to time authorised by resolution.
(2)
All moneys borrowed under the authority of this Ordinance shall be applied for such purposes as shall be specified by the resolution authorising the borrowing of such money.
