In Clause (3) of that Article and Clause (10) of Article 42
(which provide for the Yang di-Pertuan Agong to be Head of the Muslim religion in Malacca and in Penang, and to exercise in those States the power of pardon in respect of offences tried by Muslim courts) for the words “and Penang” there shall be substituted the words “Penang and Singapore” or, as the case may be, for the words “or Penang” there shall be substituted the words “Penang or Singapore”.

At the end of Article 38 of the Constitution there shall be added as Clause (7)—
“(7) The function of the Conference of Rulers of agreeing or disagreeing to the extension of any religious acts, observances or ceremonies to the Federation as a whole shall not extend to
Sabah or Sarawak, and accordingly those States shall be treated as excluded from the references in Clause (2) of Article 3 and in this Article to the Federation as a whole.”
