Section 1
These regulations may be cited as the Merchant Shipping (Classification of Coastal Trade Ships) Regulations,
1961, and shall come into force on the first day of April, 1961.

THE MERCHANT SHIPPING (CLASSIFICATION OF COASTAL
TRADE SHIPS) REGULATIONS, 1961
Opening note
Preamble
- In exercise of the powers conferred upon him by section 277 of the Merchant Shipping Ordinance, 1960 [Ord. No. 11 of 1960], and all other powers thereunto him enabling, the Governor in Council has made the following regulations:-
Section 2
In these regulations, a “cargo ship” means a ship other than a passenger ship or a fishing boat.
Section 3
(a)
The Director shall cause every coastal trade ship to be allocated one or more of the classifications set out in the Schedule depending on the state of seaworthiness of the ship and the purposes for which it is to be used.
(b)
The Director shall further cause every coastal trade ship to be classified as a passenger, cargo or fishing boat and shall allocate to each ship the classification “P”, “C” or “F” respectively.
Section 4
The master of any coastal trade ship who, unless such action is necessary due to stress of weather or other cause beyond his control, proceeds outside the area authorised for a ship of that classification, shall be guilty of an offence and shall be liable on conviction to a fine of one thousand dollars.
Section 5
The master of any vessel classified as a cargo ship or fishing boat shall not save under and in accordance with the terms and conditions of a permit granted by the Director or a person authorised by him in that behalf, allow the carriage of any passenger for hire or reward or more than twelve non-paying passengers and any person contravening or abetting the contravention of this regulation shall be guilty of an offence and shall be liable on conviction to a fine of one thousand dollars.
