Section 5

The master of any vessel classified as a cargo ship or fishing boat shall not save under and in accordance with the terms and conditions of a permit granted by the Director or a person authorised by him in that behalf, allow the carriage of any passenger for hire or reward or more than twelve non-paying passengers and any person contravening or abetting the contravention of this regulation shall be guilty of an offence and shall be liable on conviction to a fine of one thousand dollars.
