Section 16
(1)
The master of every vessel other than a small ship trading within coastal trade limits, about to proceed to sea shall give notice in writing to the Port Officer either personally or through his agents. Such notice shall normally be given during port office hours.
(2)
The master of every such vessel shall so far as possible cause the International Code Flag “P” to be hoisted 24
hours prior to departure, and may, during the hours of daylight, sound one blast 30 minutes before sailing.
