Section 69
Subject to the provisions of this Enactment, the lessee of a mining lease authorising a large scale operation may apply for and be granted on a priority basis a prospecting licence or exploration licence for areas contiguous to the mining land in respect of which the mining lease has been granted if –
(a)
no other mineral tenement for such contiguous land has been granted;
(b)
the lessee has complied with the requirements of this Enactment; and
(c)
the lessee has complied with the terms and conditions specified in the mining lease.
