(a)
with the prior written permission of the owner of the alienated land; or
(b)
in accordance with an access order as determined by the Superintendent under this section, and any such written permission or access order shall be appended to the lease.
(2)
The provisions of section 71, other than subsection (1)
thereof relating to access to alienated land shall, with such modifications as may be necessary, apply to access to land beneath alienated land.
