Property in minerals

Section 79
The property in minerals shall pass to the person—
(a)
who has lawfully won the minerals and in consideration of and upon payment of royalty or commutation fee, as the case may be; or
(b)
if no royalty is payable in respect of the minerals lawfully won, upon recovery of the minerals.
