(2)

Where a complaint is made orally, it shall be reduced into writing and read over to the person making the complaint.

(3)

Every complaint, whether in writing or reduced into writing, shall be signed by the person making the complaint.

(4)

Every complaint, whether in writing or reduced into writing, shall be entered in a book kept at the office of the Registrar or in a book to be kept by an officer in charge of a police station and there shall be appended to such entry the date and hour on which such complaint was made.

A copy, which is certified to be a true copy by the Registrar or an officer in charge of a police district, of an entry under subsection

(4)

shall be admissible as evidence of the contents of the original and of the time, place and manner in which the complaint was recorded.

(5)

Where an Inspector or police officer not below the rank of

Sergeant has reason to suspect the commission of an offence under this Act following a complaint made under subsection (1) or information otherwise received by him, he shall cause an investigation to be made and for such purpose may exercise all the powers of investigation provided for under this Act.
