Section 104
(1)
Whenever the State Authority is satisfied that any person who is not a Malay is entitled to or otherwise should be registered as the proprietor of any customary land (otherwise than by way of succession pursuant to paragraph 105(b) he may issue a certificate to such person, specifying the name of such person and the land in respect of which such certificate is issued.
(2)
Whenever any certificated person presents to the Land
Administrator any certificate referred to in subsection (1) the Land
Administrator shall record such person in the appropriate folio of the
Malacca Customary Land Register as the proprietor of the land specified therein, and shall endorse such folio in the manner prescribed by paragraph 105(c).
