Any person guilty of an offence against this Act, not being an offence for which a penalty is thereby expressly provided, by reason of non-compliance with any of the provisions of this Act

National Service shall be liable, on conviction, to imprisonment for a term not exceeding three months or to a fine not exceeding five hundred ringgit or to both:

Provided that in any proceedings for an offence punishable under this section it shall be a defence for the defendant to prove that he was prevented from complying with the relevant provisions of this Act by circumstances beyond his control.
