Article LXIII

Except as otherwise therein provided, a law Bills Private.

made under this Constitution, not being a Government measure, intended to affect or benefit some particular person, association or corporate body, shall not affect the rights of the Ruler and His Successors or the rights of any body politic or corporate, or of any other person.
