- WHEREAS by reason of the existence of a grave emergency threatening the security of Malaysia, a Proclamation of Emergency has been issued by the Yang di-Pertuan Agong under Article 150 of the Constitution; AND WHEREAS Parliament was dissolved on the twentieth day of March, 1969, and elections to the new Dewan Ra'ayat have not been completed; AND WHEREAS the Yang di-Pertuan Agong is satisfied that immediate action is required to amend the Revision of Laws Act, 1968; IT IS HEREBY ENACTED by the Duli Yang Maha Mulia Seri Paduka Baginda Yang di-Pertuan Agong pursuant to Article 150 (2) of the Constitution as follows:
Seksyen 2
Section 2 of the Revision of Laws Act, 1968 (hereinafter referred to as the Act) is hereby amended by substituting the words "14,15 and 16" for the words "14 and 15" appearing in the definition of "law".
Seksyen 3
Section 6 (1) of the Act is hereby amended—
(a)
by inserting the words "or part of a preamble after the word "preamble" in paragraph (i) (b);
(b)
by substituting the following for paragraph (xx):
" (xx) to correct references to repealed laws by substituting for such references to any laws by which the repealed laws have been replaced, for which purpose it is declared that a law is deemed to be replaced by another law where it is expressly stated in the subsequent law that it replaces the repealed law, or where the subsequent law re-enacts with or without modification any provisions of a repealed law;";
(c)
by re-numbering paragraphs (xxi), (xxii) and (xxiii) as (xxii), (xxiii) and (xxiv) respectively, and by inserting the following new paragraph after paragraph (xx):
" (xxi) to shorten or simplify the phraseology of any law;".

Section 7 of the Act is hereby amended—
(a)
by substituting the words "section 6 (1) (xxiii)" for the words "section 6 (1) (xxii)" in paragraph (i) (d);
(b)
by substituting a full-stop for the semi-colon at the end of paragraph (iii) and by omitting paragraph (iv).
Seksyen 5
Section 8 (1) of the Act is hereby amended by inserting the words "and of the list of amendments made by him in that edition of the revised law" after the words "every revised law".
Seksyen 6
Section 10 (1) of the Act is hereby amended by substituting the words "referred to in section 7 (i) (d) " for the words "specified pursuant to section 7 (1) (d) ".
Seksyen 7
Section 13 (2) of the Act is hereby amended by inserting the words "but not the provisions relating to examination by the Committee," after the words "of a revised law".
Seksyen 8
The Act is hereby amended by substituting the following for section 14:

(b)
amendments made by the Commissioner under the powers conferred upon him by sub-section (2), and any copy of a reprint purporting to be printed in accordance with this section shall be deemed, until the contrary is shown, to be the authentic text of the law as in force, except in so far as may be specified in the copy, on such date as may be so specified.
(2)
In preparing a reprint the Commissioner shall have the powers contained in paragraphs (vii), (x), (xv), (xvi), (xvii), (xviii), (xix) and (xx) of section 6 (1)."
Seksyen 9
The Act is hereby amended by re-numbering sections 15, 16 and 17 as sections 16, 17 and 18 respectively and by inserting the following new section after section 14:

An order made under sub-section (1) shall have the force of law with effect from the date referred to in section 7 (i) (d)."
