Section 70O
(1)
The Commission may make by-laws for regulating pilotage in any pilotage district and, for the maintenance of good conduct and discipline of Commission pilots and for matters relating to their duties.

(2)
The Commission may, in making any by-laws under this section, provide that any contravention of or failure to comply with any by-law shall be an offence and may prescribe as a penalty in respect of any one offence a fine not exceeding *five thousand ringgit.
