Section 87
(1)
Every vessel lying alongside a wharf or within any dock shall be kept so equipped, provided and loaded or ballasted as to enable her to be removed with safety whenever it is necessary in the judgment of the wharf superintendent to do so.

(2)
In case of neglect to keep the vessel so equipped, provided and loaded or ballasted, the master or owner thereof shall be guilty of an offence and shall, on conviction, be liable to a fine not exceeding *two thousand ringgit.
