Section 71

(1)

Any person who acts in contravention of or fails to comply with any of the provisions of these Rules or the conditions of any licence granted thereunder shall be guilty of an offence and shall be liable on conviction to a fine of twenty thousand dollars and, if the offence be a continuing offence, to a fine of one thousand dollars for each day during which the offence continues.

(2)

Without prejudice to the generality of the foregoing for the purposes of Part III the term “person” includes the owner, agent, charterer or master of any vessel in respect of which a breach of these Rules is committed.
